01

The shift

AI tools reduce the cost of producing convincing text, audio, images and targeted persuasion. That can broaden participation and translation, but also flood public debate, impersonate trusted people or obscure the origin of a message. No single watermark can settle every question of authenticity.

02

The opportunity

AI-assisted translation can bring public information to more people. Journalists and investigators can use tools to analyze records and reveal patterns. Civic institutions can be more accessible if humans remain responsible and processes are transparent.

03

What to monitor

Watch reported synthetic impersonation incidents, platform labeling quality, ownership transparency, political advertising archives, and access to trustworthy local reporting. Treat claims of manipulation with the same skepticism as other political claims.

04

The public-interest response

Require clear disclosure for material synthetic public communications, preserve appeal rights, improve investigative access to platforms, and support independent media without putting governments in charge of declaring what is true.
